In 1967, he graduated from the Art High School in Sofia. In the same year, he was admitted to "Nikolay Pavlovich" VII - specialty "graphics". He graduated from the Academy in 1973, after which he started working at the Bulgarian Cultural Center in Prague as a freelance artist for a year. After returning to Bulgaria, Budin Mateev engaged in applied work. He held his first solo exhibition at the Cinema House in 1980. Since 1983, he has been presented with his paintings in general exhibitions organized by the foreign trade organization "Hemus" in Brussels and Moscow.
He participated in all OHIs in Sofia and the country until his death in 2021.
